I ask what wins when every side can make its case prevail.

The homepage looks almost normal. Frank calls it "a terrifying scene."

[Frank] "Noted." He deletes it. [Frank] "Editorial decision." Sent.
A tipster writes in on the corruption piece:
CHECK THE CONSULTANCY INVOICES FROM TWO YEARS BEFORE THE BID.
